"Shackles" is a ritual to ward off disasters for believers. Taoism believes that people are born with original sin, so they must bear the shackles that symbolize sin and sincerely repent in order to pray for the City God's forgiveness. Before the City God's circumambulation on July 15th, the City God's assistant, aka the secretary-general of Yin Yang Company, would first go to the "Beitan" to listen to the complaints of ghosts.
On the way to the Beitan, believers with paper shackles on their backs walked in front of the sacred palanquin of the Yin and Yang Company, just like the ancient prisoners escorted to parade through the streets. Finally, the Taoist priest personally recited verses for each person, took off the shackles for cremation, and completed the shackles-off ceremony, symbolizing the smooth elimination of disasters and bad luck in the year.
